Russia, ASEAN Adopt Kazan Declaration Marking 35 Years of Partnership, Pledge Deeper Cooperation

KAZAN, Russia, June 19, 2026 (KPT) – Russia and the Association of Southeast Asian Nations (ASEAN) adopted the Kazan Declaration on June 18, reaffirming their commitment to deepen cooperation across political, security, economic and cultural fields as they marked 35 years of dialogue relations.
Titled “Russia‑ASEAN: Unity in Diversity – 35 Years Together,” the declaration underscored friendship, mutual trust and a shared vision for peace and stability across the Asia‑Pacific, Indian Ocean and Eurasian regions.
It emphasized support for an open, inclusive and ASEAN‑centred regional architecture, highlighting the role of ASEAN‑Russia Summits and Post‑Ministerial Conferences in advancing the strategic partnership.
Both sides pledged to strengthen dialogue on traditional and non‑traditional security challenges through ASEAN‑led mechanisms, including the East Asia Summit, ASEAN Regional Forum, ASEAN Defence Ministers’ Meeting‑Plus and the Expanded ASEAN Maritime Forum.
On maritime issues, the declaration reaffirmed support for freedom of navigation and overflight, and the peaceful settlement of disputes in line with international law, particularly UNCLOS.

The leaders also agreed to enhance cooperation on biological safety and security, tackling infectious diseases, pandemics and climate‑related health risks.
In the economic sphere, Russia and ASEAN committed to intensifying trade and investment, with collaboration in energy, food security, transport, agriculture, digitalisation, science, tourism and creative industries.
The declaration further expressed support for closer engagement between ASEAN and the Eurasian Economic Union and the Shanghai Cooperation Organisation, while pledging stronger cultural exchanges in heritage, arts, eco‑tourism and sports.
