Cambodia Expands Free ID Services While Introducing Clear Fee Structure for Administrative Documents
PHNOM PENH, June 4, 2026 (KPT) — Cambodia has adopted a new regulatory framework expanding free access to essential identification and civil registration services while introducing a transparent fee structure for replacement documents, passport services, and digital identity-related procedures, officials said Thursday.
Under a newly issued sub-decree, first-time issuance of key identity documents—including birth, death, and marriage certificates, residence and family books, and national identity cards—will remain free of charge. The measure aims to ease financial burdens on citizens and improve access to government services.

The regulation also reinforces transparency in public service delivery by clearly distinguishing between free and paid services, while strengthening the management of non-tax state revenue.
The General Department of Identification under the Ministry of Interior has been designated as the sole official source of personal identity data for public services, supporting the government’s digital transformation agenda.
While basic identity services remain free, fees will apply to administrative procedures such as replacing lost or damaged documents, obtaining copies of certificates, residence verification, replacement ID cards, passport services, nationality applications, and digital identity verification.
The framework also covers emerging services linked to Cambodia’s Khmer eID platform, including electronic identity verification and annual access to verification systems, reflecting efforts to modernize public administration.
Officials said detailed procedures, service conditions, and official fee schedules will be issued separately by the Ministry of Interior in coordination with the Ministry of Economy and Finance.
