Government Spokesman Urges Thailand to Resume Border Talks

PHNOM PENH, July 15, 2026 (KPT) – Cambodia has called for the early resumption of border demarcation with Thailand, saying the work is vital to allow hundreds of displaced families to return home safely, while reaffirming support for the ASEAN Observer Team monitoring the ceasefire.

Government spokesman Pen Bona said Wednesday the Royal Government continued to respect the mandate of the observer team, as outlined in the Joint Statement of December 27, 2025, including monitoring compliance with the ceasefire and overseeing implementation of the agreement.

He said Cambodia remained committed to protecting the international border based on international law, the principle of uti possidetis juris, the Franco‑Siam treaties, official maps and bilateral agreements, rejecting any attempt to alter boundaries by force.

An observer delegation led by a Philippine head of mission visited Ta Keng Baitong village in Preah Vihear province on July 14 to assess conditions of 645 families displaced by the border situation.

According to the government, many residents remain unable to return because Thai forces continue to occupy areas Cambodia considers its territory.

Officials alleged Thai troops had erected barbed‑wire barriers, placed shipping containers and damaged civilian homes. Thailand has not publicly responded.

Pen Bona said the visit underscored the need for the Cambodia‑Thailand Joint Boundary Commission to begin demarcation work without delay.

He noted Cambodia has sent nine diplomatic notes since the second ceasefire took effect, requesting a special meeting and proposing a joint field survey, but said Thailand has yet to reply.

Completing the demarcation process, he added, is necessary to enable displaced civilians to return home safely and with dignity.
