Cambodia, Saudi Arabia Forge Tourism Pact with Plans for Direct Flights and Joint Promotions

 RIYADH, Saudi Arabia (Nov.14, 2025) — Cambodia and Saudi Arabia have committed to expanding bilateral tourism cooperation, with plans to accelerate the signing of memorandums of understanding, organize joint promotional events, and explore the feasibility of direct flights between Phnom Penh and Riyadh.

The agreement was reached during high-level talks between Cambodian Tourism Minister Huot Hak and Saudi Tourism Minister Ahmed Al-Khateeb on the sidelines of the 26th UN Tourism General Assembly in Riyadh.

The two ministers also discussed organizing familiarization trips (FAM trips) and cultural exchanges to enhance mutual understanding and increase tourist flows. Minister Hak extended an invitation to his Saudi counterpart to visit Cambodia, underscoring the importance of translating diplomatic goodwill into tangible tourism development.

While current tourist numbers between the two countries remain modest, officials see significant potential. In 2024, fewer than 5,000 Saudi tourists visited Cambodia.

The initiative aligns with Saudi Arabia’s broader tourism strategy under Vision 2030, which seeks to position the Kingdom as a global travel hub.

Etihad Airlines was officially launched its inaugural flight to Phnom Penh on October 4, 2025, marking its entry into the Cambodian market with four weekly services. Within two months, Etihad plans to increase to six weekly flights, with the long-term goal of offering double-daily service. Flights operate on two-time channels to maximize connectivity, allowing passengers to reach destinations in the Gulf and Europe with minimal layover time.

Javier Alija, Etihad’s Vice President of Global Sales & Distribution, said Cambodia’s growing economy, strategic location, and cultural appeal make it a key market for the airline. “We’re not just flying people — we’re connecting communities, supporting economic flows, and building long-term partnerships,” he said.

Minister Hak expressed gratitude for the warm hospitality extended to the Cambodian delegation and congratulated Saudi Arabia on its successful hosting of the UN Tourism Assembly. The meeting marked a milestone in Cambodia’s efforts to tap into Middle Eastern markets and promote Muslim-friendly tourism products.

 Cambodia welcomed more than 5.1 million air travelers in the first nine months of 2025, a 14% increase compared to the same period last year, according to the State Secretariat of Civil Aviation.

From January through September, the country recorded 47,637 inbound and outbound flights, up 12% year-on-year. Air cargo volume also rose 14%, surpassing 60,000 tons.
