Panda Bank Liquidator Warns Depositors of Scam Promising Early Refunds

PHNOM PENH, July 22, 2026 (KPT) – The liquidator of Panda Commercial Bank has warned depositors to beware of fraudsters falsely claiming they can secure immediate repayment of frozen deposits in exchange for commissions of up to 55 percent of account balances.

Mourison Kak MKA, appointed to oversee Panda Bank’s liquidation, said it is working with the National Bank of Cambodia and relevant authorities to repay depositors strictly in line with the legally prescribed process.

The company said it had discovered several groups of scammers contacting depositors and promising to help them withdraw funds if they paid commissions ranging from 45 to 55 percent. To make the scheme appear credible, fraudsters reportedly persuaded customers to sign agreements and even issued cheques claiming to guarantee repayment.

“These individuals or groups have no legal authority or jurisdiction to arrange, facilitate or guarantee the repayment of deposits from a bank currently undergoing liquidation,” the liquidator said in a statement, stressing that all repayments are processed free of charge through official procedures.

It emphasized that depositors are never required to pay any commission, service charge or fee to receive their money. Customers were urged to safeguard personal and banking information, refuse to disclose account details or passwords, and avoid signing any documents presented by individuals claiming they can expedite repayments.

The liquidator said it is cooperating with authorities to investigate the scam and pursue legal action against those involved. It called on depositors to remain vigilant and ignore unauthorized promises, stressing that only the official liquidation process can authorize payments.
