Japan Backs Peaceful Resolution of Cambodia‑Thailand Maritime Dispute Through UNCLOS

PHNOM PENH, July 20, 2026 (KPT) – Outgoing Japanese Ambassador to Cambodia Ueno Atsushi has voiced support for resolving the Cambodia‑Thailand maritime dispute through international legal mechanisms, including the United Nations Convention on the Law of the Sea (UNCLOS), while reaffirming Japan’s commitment to a rules‑based regional order and freedom of navigation.

Speaking during a fireside chat on the Cambodia‑Japan Comprehensive Strategic Partnership, Ueno said Tokyo hopes the border issue will be settled peacefully through dialogue and internationally recognised processes after Cambodia invoked UNCLOS procedures. “The border issue is a matter between Cambodia and Thailand, and it is up to the two parties how to utilise this mechanism,” he said.

Ueno stressed Cambodia’s importance as a partner in promoting Indo‑Pacific stability, noting Japan recently selected Cambodia as the first recipient of its Official Security Assistance programme, including a patrol boat for the Royal Cambodian Navy. He said the initiative reflects shared commitment to maritime security and freedom of navigation.

Asked why Japan has not pursued international legal proceedings over its own disputes, Ueno said Tokyo’s preference for bilateral dialogue should not be seen as disregard for UNCLOS. He cited talks with South Korea and reiterated Japan’s position that it has no territorial dispute with China.

His remarks come as Cambodia seeks a rules‑based resolution to its maritime dispute with Thailand, drawing international attention amid wider debates on maritime security. Beyond security, Ueno said Cambodia and Japan will deepen cooperation under their Comprehensive Strategic Partnership in areas including economic collaboration, digital innovation, infrastructure and human capital development.
