Cambodia Sends 75 Suspects to Court in Online Scam Crackdown

PHNOM PENH, Cambodia (Oct.16,2025) — Cambodian authorities have sent 75 suspects to court on charges related to online scams following a nationwide crackdown conducted between June 27 and Oct. 14, 2025, the Secretariat of the Commission for Combating Online Scams (CCOS) announced.

The coordinated operations targeted 92 locations across 18 provinces and the capital, aiming to dismantle cybercrime networks involved in online fraud.

Authorities arrested approximately 3,455 suspects from 20 nationalities, including citizens of China, Taiwan, Vietnam, Indonesia, India, Bangladesh, Thailand, South Korea, Pakistan, Nepal, Malaysia, Japan, Myanmar, the Philippines, Laos, Cameroon, Nigeria, Uganda, Sierra Leone, Mongolia and Russia.

Legal proceedings have been initiated in 10 major cases in Phnom Penh, Kandal, Preah Sihanouk and Kampot provinces. Among those charged were 75 suspects — including five women — believed to be ringleaders or key associates. Charges include online scams, human trafficking and murder.

Officials said the cases represent some of the largest operations targeting cybercrime in Cambodia this year.

Authorities also deported 2,825 foreign nationals, including 476 women. Victims of human trafficking were rescued during the campaign, and several criminal networks were dismantled.

CCOS is working with international partners to investigate confiscated evidence, including electronic devices and documents, to support ongoing law enforcement efforts nationwide.

The crackdown reflects the Royal Government of Cambodia’s commitment to combating cybercrime and online fraud. Despite continued challenges, officials say enforcement is being strengthened through the campaign.

Prime Minister Hun Manet launched the national campaign on July 14, issuing nine directives and warning that provincial governors, police commissioners and ministry officials must comply or face disciplinary action, including reassignment or dismissal.
