Cambodian Ministries Sign MoU to Boost Digital Infrastructure and Document Verification
PHNOM PENH, Aug. 27, 2025 — The Ministry of Post and Telecommunications and the Ministry of Water Resources and Meteorology signed a memorandum of understanding Wednesday to strengthen inter-ministerial cooperation on digital infrastructure and document verification.

The agreement was signed by Post and Telecommunications Minister Chea Vandeth and Water Resources and Meteorology Minister Thor Chetha during a ceremony at MPTC headquarters, attended by senior officials from both ministries.
Under the MoU, MPTC will support MOWRAM in implementing the government’s document verification platform, verify.gov.kh, expanding wireless internet connectivity, and organizing digital capacity-building programs for civil servants.
Verify.gov.kh, developed by MPTC, is designed to combat document fraud and improve public service efficiency. The platform uses standardized QR codes on official documents to verify authenticity, eliminating the need for paper-based validation. It has already been adopted in several countries across the region.

Officials said the partnership reflects Cambodia’s broader push toward digital governance and inter-agency collaboration.
