Cambodia’s NA president urges integrity and innovation in civil service leadership

PHNOM PENH, July 17, 2026 (KPT) – Cambodia’s National Assembly President Samdech Khuon Sudary has called for leadership rooted in integrity, accountability and public service while addressing senior civil servants in Phnom Penh, officials said Friday.
Speaking at the National Assembly on Thursday, she shared views on leadership and innovation with around 200 participants in the Royal School of Administration’s Leadership and Innovation Programme.
The audience included senior officials from the National Assembly, the Ministry of Civil Service and other government institutions, as well as provincial and district governors.
Khuon Sudary welcomed the programme, saying it would help develop capable and innovative leaders to support Cambodia’s administrative reforms.
She said effective leaders must demonstrate vision, integrity and accountability, while building public trust, encouraging consensus and adapting to changing circumstances.
She praised former Prime Minister Hun Sen for his role in securing peace and development, describing him as a model of leadership, and commended Prime Minister Hun Manet’s long‑term vision, including the goal of achieving high‑income status by 2050.
Addressing global challenges, she urged leaders to remain informed about geopolitical tensions, trade disputes and climate change to respond effectively.
She also advocated a people‑centred approach to governance, encouraging officials to listen to citizens and promote public participation in policymaking.
Khuon Sudary highlighted the importance of women’s participation in leadership and decision‑making, calling it essential to national development.
She outlined reforms to strengthen the National Assembly’s legislative, oversight and representative functions, and said parliamentary diplomacy was increasingly important in expanding Cambodia’s regional and international engagement.
