Cambodia Urges Stronger Maritime Security, Adherence to International Law at UN Debate

NEW YORK, April 29, 2026 (KPT) — Cambodia has called for greater international cooperation to safeguard global waterways, stressing adherence to international law during a high level UN Security Council debate on maritime security.

Senior Minister Sok Siphana, the prime minister’s special envoy to the United Nations, said secure maritime routes were vital for peace, economic stability and sustainable development.

He commended Bahrain for convening the session and aligned Cambodia with a joint ASEAN statement delivered by the Philippines.

Siphana highlighted Cambodia’s ratification of the UN Convention on the Law of the Sea and the BBNJ Agreement as evidence of its support for a rules based maritime order and responsible ocean governance.

He warned that growing threats to maritime security required urgent collective action.
Outlining Cambodia’s priorities, he said disputes must be resolved peacefully through dialogue and diplomacy, with full respect for international legal principles such as freedom of navigation and the safety of seafarers.

He also stressed the need for greater technical assistance to developing coastal states, particularly in maritime law enforcement, port and vessel security, awareness systems and information sharing.

Siphana urged the Security Council to adopt a more integrated and preventive approach to maritime challenges, aimed at strengthening long term resilience while remaining consistent with international law and the UN Charter.

Cambodia’s position reflects its broader commitment to multilateralism and responsible ocean governance, underscoring the country’s view that safe and secure waterways are essential not only for trade and development but also for international peace and stability.
