Cambodia, EU Launch Tax Reform Partnership to Strengthen Revenue System

PHNOM PENH, May 3, 2026 (KPT) — Cambodia and the European Union on Thursday launched a 27‑month tax reform partnership aimed at modernizing administration, strengthening domestic revenue mobilization and boosting investor confidence, officials said.

The initiative, implemented through a “twinning” project between the General Department of Taxation and the EU, will provide technical expertise from France and Finland to support key reforms.

Deputy Prime Minister and Finance Minister Aun Pornmoniroth presided over the launch ceremony, joined by senior officials, private sector representatives and development partners. Lim Heng, vice president of the Cambodia Chamber of Commerce, represented its president Kith Meng.

Officials said the programme will focus on three core areas: developing frameworks for personal income and capital gains taxes, improving the efficiency and transparency of audits, and strengthening human resource management within the tax administration.

The reform effort underscores Cambodia and the EU’s shared commitment to building a fair, transparent and predictable tax system — seen as critical to sustaining the national budget and ensuring a level playing field for businesses.

Authorities added that the partnership comes as Cambodia advances fiscal reforms to align with international standards and reinforce its attractiveness as an investment destination in the region.
