Property developer Borey Vimean Samnang Launches $10M IPO, Set to Become CSX’s 13th Equity Listing

PHNOM PENH, July 2, 2026 (KPT) — Property developer Borey Vimean Samnang has launched a roadshow for its US$10 million initial public offering (IPO), paving the way to become the 13th equity listing on Cambodia’s stock market, officials said Thursday.

The company plans to issue 33.5 million ordinary shares at 1,200 riel (around US$0.30) per share, following regulatory approval from the Securities and Exchange Regulator of Cambodia (SERC) on June 22. The IPO application was first submitted in December last year.

Speaking at the Cambodia Securities Exchange (CSX), SERC Director General Sou Socheat said the listing would broaden investment opportunities and strengthen the country’s capital market. “The public offering will expand the number of listed companies, provide more investment choices for the public, and contribute to the continued growth of Cambodia’s capital market,” he said.

Socheat added that SERC has been modernizing its legal and regulatory framework to ensure transparency, efficiency and stability in line with international standards. The regulator has reinforced corporate governance, disclosure requirements and market supervision while working with government institutions, securities firms and development partners to expand the investor base and improve financial literacy.

Hong Sokhour, CEO of CSX  said that Cambodia’s securities market has become a financing gateway, enabling both private companies and public enterprises with potential to mobilize capital for expansion and business growth, while enhancing regional competitiveness.

Dr. Kim Heang, president of Borey Vimean Samnang, also voiced pride at achieving the goal of listing on the Cambodia Stock Exchange. He said the milestone capped nearly 26 years of laying the foundations of the business and marked the continuation of a 30‑year mission to pursue major projects. These, he added, will not only contribute to Cambodia’s securities sector but also help drive national economic and social development.

According to SERC, 30 companies have raised funds through Cambodia’s securities market to date, including 18 bond issuers that mobilized about US$1.13 billion and 12 equity‑listed firms that collectively raised around US$130 million.

Socheat said Borey Vimean Samnang’s listing represents another milestone in capital market development and demonstrates the company’s commitment to transparency and sustainable growth. He urged investors to study the prospectus carefully, noting that stock market investment carries both opportunities and risks.

The roadshow introduced investors to the developer’s business model, financial performance, growth strategy and planned use of IPO proceeds. Officials said the listing reflects growing confidence in Cambodia’s securities market, which has steadily expanded since its launch in 2012.
