PM Hun Manet praises NGO’s 30‑year impact on education, rejects claims of restrictions on civil society

PHNOM PENH, July 2, 2026 (KPT) — Cambodian Prime Minister Samdech Thipadei Hun Manet has hailed the French NGO Pour un Sourire d’Enfant (PSE) for three decades of work supporting disadvantaged youth, while dismissing allegations that his government curbs civil society.
Speaking at PSE’s 30th anniversary and graduation ceremony in Phnom Penh on Wednesday, Samdech Thipadei commended the organisation’s contribution to education and social development.
He paid tribute to late founder Christian des Pallières, citing his “strong foundation, far‑sighted vision, clear mission and righteous values” as guiding principles for PSE’s work.
According to the NGO, some 8,000 students have graduated through its programmes and secured jobs.
Samdech Thipadei Hun Manet rejected claims of restrictions on NGOs, saying: “The Royal Government of Cambodia has never restricted the rights of civil society.”
He added that organisations “that truly work and serve the interests of the people” continue to receive state support.
The premier also thanked ministries, local authorities, donors and parents for backing children’s access to education, and instructed the Labour Ministry to deepen cooperation with PSE to strengthen human resource development and meet labour market needs.
