Cambodia Launches Drive to Modernize Archives and Library for Digital Era
PHNOM PENH, June 24, 2026 (KPT) — Cambodia has launched a major initiative to modernize and integrate its National Archives and National Library, aiming to safeguard documentary heritage, strengthen research and education, and advance the Kingdom’s digital transformation agenda, officials said Tuesday.
The plan was discussed at the first meeting of the Inter‑Ministerial Commission for the Integration and Modernization of the National Archives and National Library, chaired by Deputy Prime Minister Vongsey Vissoth, who also heads the National Archives Council. The commission was created by government decree on April 2 with a mandate to merge the two institutions and draft policy frameworks, strategic plans and a comprehensive modernization master plan.

Senior Minister Chem Kiat Rethy and Academician Phoeurng Sackona attended as vice chairpersons, alongside members and officials. Vissoth underscored the strategic importance of the archives and library in preserving national memory, supporting nation‑building and protecting records of historical, administrative, legal and cultural value.
“The National Archives preserve the memory of the nation’s past, while the National Library serves as a bridge of knowledge to the future,” he said, stressing their role in youth development and Cambodia’s vision of a digital socio‑economic future rooted in Khmer identity.
The meeting agreed to form a technical working group to prepare terms of reference for recruiting Cambodian and international experts to help design a master plan aligned with global standards. Key areas will include human resource development, financing, infrastructure investment and the preservation and expansion of collections.
Officials also reviewed preparations for a centennial exhibition marking 100 years of the National Archives, established during the French Protectorate. The event will coincide with Cambodia’s hosting of the 2026 Francophonie Summit, showcasing the country’s art, culture and history while highlighting its commitment to modernizing archival systems and preserving heritage for future generations.
