Government–Private Sector Dialogue Tackles Tax, Legal and Governance Issues

PHNOM PENH, Mar. 11, 2026 (KPT) — Cambodia’s government and private sector representatives met Tuesday to address legal, tax and governance challenges impacting the business climate, officials said.

The session of Working Group “D” on Law, Tax and Governance was convened at the Ministry of Economy and Finance and co-chaired by Deputy Prime Minister and Finance Minister Aun Pornmoniroth for the government, and former EuroCham president Arnaud Darc for the private sector.

Officials from ministries, state institutions, companies and business associations joined the meeting in person and via video link.

The dialogue reviewed concerns raised by the private sector, ranging from legislation and taxation to governance. Key topics included measures to curb illegal trade, tax treatment of insurance agency commissions, copper export duties, cross-border sales, and advertising tax rules.

Participants also discussed value-added tax (VAT) issues, the need for greater transparency in publishing legal and regulatory documents, and proposals to establish a specialized body to resolve disputes over secured debts.
