Phnom Penh Water Supply Expands 399km Network, Reaches 92% Coverage in 2025
PHNOM PENH, Feb. 23, 2026 (KPT) — The Phnom Penh Water Supply Authority (PPWSA) expanded its clean water distribution network by 399 kilometers in 2025, raising service coverage to 92 percent of its licensed area, officials said Saturday.
The expansion extended access to 887 villages and boosted production capacity to more than one million cubic meters per day.

Speaking at the closing ceremony of the authority’s 2025 annual performance review and 2026 strategic planning meeting on Feb. 20, Hem Vanndy, Minister of Industry, Science, Technology and Innovation, hailed the achievements as evidence of sustained institutional progress.
“These accomplishments reflect continuous development and are a source of pride for the institution and staff at all levels,” he said.
PPWSA currently provides clean water to more than 530,000 service connections, serving nearly three million residents in Phnom Penh and surrounding areas.
Despite the progress, Vanndy urged the authority to address long-term sustainability challenges. He called for expanding bulk water sales to economically strategic areas, accelerating network expansion to achieve full coverage in Phnom Penh and Takhmao City by 2028, and reviewing third-party service delivery arrangements.
He also emphasized the need for continued energy efficiency audits, institutional modernization, and reduction of non-revenue water. “A one percent reduction in non-revenue water is equivalent to an additional one million U.S. dollars in revenue,” he noted.
On cybersecurity, the minister stressed the importance of protecting critical systems to ensure uninterrupted operations, underscoring that clean water is a vital public service essential to daily life and economic activity.
The event also saw the signing of a memorandum of understanding for bulk water supply cooperation with private operators and the official launch of the PPWSA Mobile App, aimed at enhancing service delivery and strengthening customer engagement.
