Cambodia Links Tax Reform to Growth Economy With No New Taxes

PHNOM PENH, Feb 6, 2026 (KPT) – Cambodia is pressing ahead with a tax reform agenda centered on transparency, fairness and digital modernization — without introducing new levies or raising existing rates — in a bid to bolster investor confidence and sustain economic growth.

At the Cambodia Tax Forum on Thursday, Economy and Finance Minister Aun Pornmoniroth said the government’s Revenue Mobilization Strategy under its seventh mandate aims to improve services, strengthen compliance and enhance governance rather than impose heavier tax burdens.

The forum, organized by the General Department of Taxation in partnership with the Cambodia Chamber of Commerce, provided a platform for dialogue between tax authorities, the private sector and development partners on boosting compliance to support national development.

Pornmoniroth noted that Cambodia attracted about US$10 billion in foreign investment projects in 2025, a 45 percent increase from the previous year, alongside export growth of more than 17 percent. He said the figures reflected improvements in the business climate, governance and tax administration reforms.

He outlined five guiding principles for the reform: supporting economic activity, avoiding distortions, expanding digital taxpayer services, ensuring fairness and accountability, and encouraging voluntary compliance.

A key milestone is the launch of the digital platform GDT HomeTax, designed to simplify filing and payment while improving transparency and efficiency.

“Tax reform is not only about revenue collection but also about building long-term trust between the state and taxpayers,” Pornmoniroth said, stressing that Cambodia’s growth must remain inclusive, sustainable and resilient amid global uncertainties.
