Japanese Ambassador Urges Firms to Explore Cambodia, Citing Security and Stability as Key Factors
PHNOM PENH, Feb 2, 2026 (KPT) – Japanese Ambassador to Cambodia Ueno Atsushi has encouraged Japanese companies to visit the country, assess its market potential, and consider investment, while stressing that security and stability remain crucial for investor confidence.
Speaking at the Cambodia–Japan Cooperation Center, Ueno said Cambodia continues to offer strong prospects for economic growth, particularly with its young population and expanding market.

“I think Cambodia still has big potential with young generations and room for economic development. Cambodia’s market is still developing and I believe there is a positive prospect for Japanese companies to invest,” he told reporters.
However, he cautioned that investor sentiment depends on how seriously the Cambodian government addresses two key issues: online scam activities and border tensions with Thailand.
“The possible investment from Japan — one is the border tension with Thailand and the other is the online scam issue. So far, the actual impact has not yet been seen, but there is a possibility because the psychology of Japanese investors may think negatively,” he said.
Ueno added that he has repeatedly raised these concerns with Cambodian officials, particularly the Council for the Development of Cambodia, stressing that stabilizing the border situation and tackling online scams are vital to maintaining Cambodia’s attractiveness as an investment destination.
Recent government actions highlight efforts to address the concerns. Cambodian police detained more than 2,000 foreign nationals in a major raid on a suspected online scam compound in Bavet City, involving 22 buildings and 700 officers, according to National Police Chief Sar Thet.
Separately, Cambodia deported 406 foreign nationals from nine countries on January 31 as part of a wider crackdown on illegal activities, the General Department of Immigration said.
Police data show that in the first nine months of 2025, authorities conducted 48 operations, sent 168 suspects to court, and deported 2,722 foreigners. Earlier, alleged ringleader Chen Zhi and associates were arrested and deported to China following a months-long investigation.
