Cambodia Advances National Strategy to Modernize MSMEs as Key Drivers of Economic Growth

PHNOM PENH, Cambodia (Nov. 25, 2025) — Cambodia has taken another step toward economic modernization with the Ministry of Industry, Science, Technology and Innovation hosting a national consultation workshop on the draft strategy for micro, small and medium enterprise development.

The workshop gathered about 100 representatives from government institutions, the private sector, development partners and international organizations, reflecting broad interest in shaping the country’s next-phase MSME roadmap.

Opening the discussion, Acting Industry Minister Nhim Khemara emphasized that MSMEs remain central to Cambodia’s long-term resilience.

“Micro, small and medium enterprises are the backbone of the economy, driving job creation, income growth and innovation. This national strategy will guide efforts to enhance competitiveness, strengthen value-chain participation and support Cambodia’s broader development goals,” he said.

The ministry is compiling input from stakeholders to ensure the strategy addresses challenges such as improving the business climate, boosting productivity, expanding market access and enhancing infrastructure.

Secretary of State Davin Ansan, who also serves as director general of the ministry, presented updates on the draft strategy. He said the government aims to modernize MSMEs into high-value, competitive and innovation-driven enterprises, promote their role in production chains, strengthen industrial clusters and encourage responsible business practices in social, environmental and governance areas.

Feedback from the consultation will be incorporated into the next draft before submission to the Royal Government for review and approval.
