Cambodia Collects Over $3.27 Billion in Tax and Customs Revenue in First Half of 2025
PHNOM PENH, Agu 27, 2025 — Cambodia collected more than $3.27 billion in tax and customs revenue during the first half of 2025, according to the Ministry of Economy and Finance.

Customs revenue reached nearly $1.47 billion (5.95 trillion riel), accounting for 58.6% of the annual budget law target. That marks a 16.5 percentage point increase compared to the same period in 2024, when customs revenue stood at 42.1% of the target.
Tax revenue totaled approximately $1.8 billion (7.19 trillion riel), or 51.1% of the annual target—up 3.2 percentage points from the same period last year. In nominal terms, tax revenue rose 2.5% year-on-year.

In addition to tax and customs collections, non-tax and other domestic revenues—including contributions from various budget support funds—amounted to roughly $516 million.
Despite the overall increase, the ministry projected that total tax revenue may reach only 86.5% of the 2025 budget law target. The shortfall is attributed to continued declines in income tax, value-added tax and excise duties, as well as slower growth in sectors such as construction and real estate. The ministry also cited the impact of ongoing incentive policies aimed at supporting economic recovery.
