Cambodia scales up support for smallholder farmers with new grants targeting market access

PHNOM PENH, April 3, 2026 (KPT) – Cambodia is expanding support for smallholder farmers through a new grant programme aimed at strengthening market access and improving agricultural value chains, officials said Wednesday.

The Accelerating Inclusive Markets for Smallholders (AIMS) project, run by the Ministry of Commerce, announced the disbursement of USD 1.5 million under its Value Chain Innovation Fund. The financing will support farmers producing chicken, safe vegetables and premium rice across 18 provinces.

The initiative builds on results from 2025, when nearly USD 1 million in grants helped 686 rural households pilot improved technologies and commercial practices. This year, the programme will reach an additional 1,400 households, enabling them to adopt proven techniques and expand market-oriented farming.

The new funding also extends support to the premium rice value chain, alongside poultry and vegetable production.

Co-financed by the government and the International Fund for Agricultural Development, the project aims to boost profitability by linking farmers more effectively with agribusiness and markets. Officials said the grants reduce investment risks while promoting practical, market-driven solutions, with priority given to women and vulnerable groups.

The programme also addresses financial barriers that often prevent farmers from meeting market standards, encouraging early adopters to serve as models for wider replication without long-term reliance on subsidies.

As of the first quarter of 2026, the AIMS project has disbursed USD 6.21 million in grants, benefiting 5,271 households nationwide. Investments have focused on high-impact sectors, supporting improved farming systems, productivity gains and stronger integration into Cambodia’s agricultural markets.
