Japan Backs ASEAN Observer Team, Analyst Says Effectiveness Hinges on Member Commitment
PHNOM PENH, Feb 3, 2026 (KPT) – Japan has pledged support for the ASEAN Observer Team (AOT), while a Cambodian analyst stressed its effectiveness depends on the commitment of ASEAN member states.
Japanese Ambassador Ueno Atsushi told reporters at the Cambodia–Japan Cooperation Center that the AOT is already playing an important role and requires continued logistical and material backing.

“Japan is willing to support the operation of AOT,” he said, noting Tokyo will provide equipment through Malaysia and, if needed, work with the Philippines as ASEAN Chair.
Pou Sothirak, senior advisor to the Cambodia Center for Regional Studies, said ASEAN’s credibility rests on member states’ willingness to uphold its mechanisms. “Anything ASEAN does requires commitment and strong support from all members,” he said.

The AOT is tasked with monitoring the ceasefire and implementing the peace accord signed by Cambodia and Thailand on December 27, 2025, witnessed by then-ASEAN Chair Malaysia. The analyst said the Philippines should maintain momentum to ensure the team’s constructive role.
Government spokesman Pen Bona reiterated Cambodia’s rejection of border changes imposed by force, while Foreign Minister Prak Sokhonn warned ASEAN counterparts in Cebu that certain actions still violated the joint declaration. Officials said 83 percent of displaced civilians have returned home, though thousands remain in shelters.
