ICRC, Australia Urge Restraint as Cambodia–Thailand Border Clashes Kill 7 Civilians

GENEVA (Dec. 9, 2025) — The International Committee of the Red Cross (ICRC) and the Australian government issued urgent calls for restraint Tuesday as renewed clashes between Cambodia and Thailand escalated, killing seven civilians and injuring 20 others.

The ICRC said it was deeply concerned by the flare up, marked by artillery exchanges, rising casualties and mass displacement across border provinces. It urged all parties to uphold international humanitarian law, protect civilians, safeguard essential infrastructure and ensure the wounded receive immediate medical care.

Thai forces assault on Cambodia

Australia also voiced alarm over the deteriorating situation, calling on both sides to respect the July 28 ceasefire, exercise maximum restraint and honor commitments under the Kuala Lumpur Joint Declaration, signed Oct. 26 in the presence of President Donald Trump and ASEAN Chair Malaysian Prime Minister Anwar Ibrahim.

Cambodia’s Ministry of National Defence accused Thai forces of opening fire on troops and civilians early Tuesday, saying the attacks struck populated areas and violated ceasefire agreements. Spokesperson Lt. Gen. Maly Socheata said Cambodia remains committed to peaceful settlement but warned it will defend its sovereignty and protect its citizens.
