Cambodian Deputy PM Vongsey Vissoth Pushes Digital Reform at Council of Ministers

PHNOM PENH, Cambodia (Sept. 3, 2025) — Deputy Prime Minister Vongsey Vissoth convened a high-level meeting Tuesday with senior officials and IT specialists to accelerate digital transformation efforts within the Office of the Council of Ministers.

The meeting focused on reviewing progress, identifying priority areas, and outlining a roadmap for integrating digital systems into core government operations. Vissoth, who also serves as Minister in charge of the Council of Ministers, emphasized the need to mobilize internal talent and resources to support the government’s broader digital reform agenda.

“This is not just a technical upgrade — it’s a strategic shift toward building a digital government and digital citizenship,” Vissoth said, citing the Seventh Legislature’s commitment under Prime Minister Hun Manet to modernize public administration.

He outlined key areas for reform, including digital infrastructure, document flow management, civil servant data systems, meeting coordination platforms, and centralized databases. These systems, he said, are essential to improving efficiency, transparency, and service delivery across ministries and institutions.

Vissoth also called for the establishment of dedicated working groups to design and implement digital transformation programs, with clear priorities, training plans, and resource allocations. He urged active participation from all departments and technical units within the Council of Ministers.

“The Office of the Council of Ministers must lead by example,” he said, “by embedding technology into its core functions and becoming a driving force for national digital transformation.”
