Cambodia Issues 11 Measures to Support Returning Migrant Workers From Thailand
PHNOM PENH, Cambodia (Aug. 22, 2025) — Cambodia’s Ministry of Labor and Vocational Training has announced 11 key measures to support more than 920,000 Cambodian migrant workers who have returned from Thailand, aiming to help them reintegrate and access employment opportunities.

The measures include job announcements and technical training programs, the deployment of reception centers at six international border checkpoints, and the launch of village-level job forums. The ministry also issued public appeals to prevent discrimination and violence against Cambodian nationals in Thailand and sent open letters to Thai brands and consumers regarding rising abuse against migrant workers.
Additional steps include waiving ID requirements for job applications, coordinating job information with local authorities, and organizing outreach campaigns with unions and labor representatives. The ministry also launched a registration drive through its hotline 1297 and Telegram channel to connect returnees with job openings.

Ministry spokesperson Sun Mesa said the initiatives reflect the government’s commitment to protecting and empowering returning workers. He added that three more measures are being implemented, including daily job forums at vocational centers and provincial social security offices.

Of the 920,000 returnees, about 50,000 are children and 250,000 are aged 45 and older. Tens of thousands have already secured employment through the ministry’s reintegration campaign.
