Cambodia Presses Thailand to Comply with Truce Terms, Release Captured Personnel

PHNOM PENH, Cambodia (Aug. 15, 2025) — Cambodia’s Ministry of National Defense reaffirmed its commitment to the immediate and unconditional ceasefire agreement with Thailand, citing calm conditions along the border and ongoing diplomatic and monitoring efforts.

In a press briefing held at 7 a.m., Lt. Gen. Maly Socheata, spokesperson for the Ministry, provided updates following the ceasefire that took effect on July 28 and the extraordinary meeting of the Cambodia–Thailand General Border Committee (GBC) on Aug. 7.

Border Situation Remains Stable

From midnight to 6 a.m. on Aug. 15, military regions 4 and 5—covering Preah Vihear, Oddar Meanchey and Banteay Meanchey provinces—reported no incidents. Cambodian forces remain fully deployed and vigilant.

Lt. Gen. Socheata emphasized that Cambodia continues to uphold the ceasefire and the 13-point agreement reached at the GBC meeting, which was observed by Malaysia, the United States and China.

Observer Mission and Regional Talks Underway

The Interim Observer Team (IOT) is scheduled to visit Preah Vihear province today, including inspections at the An Ses checkpoint and the designated IOT site. The mission aims to assess the security situation and the impact of the ceasefire.

Separately, the 27th extraordinary meeting of the Cambodia–Thailand Regional Border Committee (RBC) Secretariat is set to begin this morning in Trat province, involving Military Region 3 of the Royal Cambodian Armed Forces and Thai commanders from Chanthaburi and Trat.

Both the IOT mission and RBC meeting stem from outcomes of the July 28 special session in Putrajaya, Malaysia, and the Aug. 7 GBC meeting, which called for regional consultations within two weeks.

Call for Release of Detained Soldiers

Cambodia reiterated its demand for the immediate release of 18 military personnel detained by Thai forces on July 29—just one day after the ceasefire took effect. As of 7 a.m. on Aug. 15, the soldiers have been held for 16 days, 23 hours and 10 minutes.

“We thank our international partners who have repeatedly called for their release,” Socheata said. “Cambodia will never leave our soldiers behind.”

Appeal for Peaceful Resolution

The Ministry urged Thailand to honor the ceasefire and pursue a peaceful resolution based on international law. Full implementation, officials said, would restore stability and strengthen bilateral relations.

“The government, armed forces and people of Cambodia stand united in protecting our sovereignty and dignity,” Socheata said.
