Cambodia vows immediate enforcement of cybercrime law

PHNOM PENH, April 3, 2026 (KPT) – Cambodia’s new law targeting online fraud will take effect immediately following its promulgation by King Norodom Sihamoni, Justice Minister Koeut Rith said Friday, pledging to eradicate cybercrime from the country.
The legislation, approved earlier this week by the National Assembly and Senate, introduces sweeping measures against online scams, fraud networks and related financial crimes.
Koeut Rith said the law reflects the government’s determination to “cleanse the country of cybercrime” and ensure Cambodia remains resilient against global threats.
“Combating cybercrime is a priority of the Royal Government in its 7th mandate and will continue until these offenses are eradicated from the country,” he told reporters at a press conference on the “Law on Combating Cybercrime.”
The Ministry of Justice will issue guidelines for judges, law enforcement and courts nationwide to ensure consistent enforcement.
The law criminalizes operating scam centres, recruiting individuals for fraudulent activity, malicious data collection and money laundering.
It grants authorities powers to detain suspects, freeze assets and confiscate property, while allowing for sentence reductions in certain circumstances.
Koeut Rith warned that cybercrime poses serious risks to national security and the economy, undermining tourism and other industries that generate significant revenue.
He stressed Cambodia’s commitment to cooperate with international partners to confront a rapidly evolving global threat driven by technology and sophisticated financial systems.
Officials said the law marks a decisive step in strengthening Cambodia’s legal framework and restoring public confidence in the country’s digital and economic environment.
