Cambodia warns over online content deemed harmful to culture and women

PHNOM PENH, April 3, 2026 (KPT) – Cambodia’s government has warned content creators and media outlets against producing or sharing material it says undermines national culture and the dignity of women.

In a joint statement, the ministries of Information, Women’s Affairs and Culture and Fine Arts said some social media users had violated existing guidelines by posting inappropriate and sexually suggestive content.

Officials said such material, often created to attract views or promote commercial interests, included offensive language, “immoral expressions” and the objectification of women.

They warned the trend risked damaging cultural traditions and social values, particularly the “honour and dignity” of Khmer women.

The statement also criticised the imitation of foreign cultural practices, especially where women were portrayed in a sexualised or degrading manner, saying such content could negatively influence younger generations and weaken awareness of national identity.

Under new guidance, creators are instructed to stop producing or sharing offensive or sexually suggestive material, including revealing clothing, explicit behaviour or imagery deemed exploitative.

The ministries urged social media users and media professionals to avoid using women’s bodies to generate engagement or advertise products, and to refrain from content that promotes gender discrimination.

Instead, they called for greater promotion of material reflecting Cambodian traditions, culture and social values, highlighting education, creativity and the role of women in society.

Authorities said legal action would be taken against individuals or organisations that continue to violate the guidelines after receiving warnings.
