Cambodia Cabinet Approves Draft Law on Military Service

PHNOM PENH, April 24, 2026 (KPT) — The Royal Government of Cambodia approved a draft law on military service and called for its urgent promulgation, officials said Friday, in a move aimed at strengthening national defence and instilling discipline among youth.

The legislation, endorsed at a cabinet meeting chaired by Prime Minister Hun Manet on April 23, comprises eight chapters and 20 articles.

It seeks to implement Article 49 of the Constitution by requiring all citizens aged 18 to 25 to undertake military service. Participation for women would remain voluntary.

The law is designed to bolster defence capabilities while promoting physical fitness, discipline and patriotism.

It is also seen as a framework for developing human resources within the armed forces, which continue to play a central role in national defence and broader development efforts, including emergency response and support for government initiatives.

Cambodia already has a military service law enacted in 2006, but the government said the revised framework is needed to meet current and future requirements.

The new draft is intended to modernize recruitment procedures and align them with constitutional provisions.

The move comes as Cambodia seeks to adapt its defence policy to regional security challenges and ensure readiness in the face of evolving threats.

Officials stressed that the law would contribute to nation building by preparing young citizens to serve both in defence and in broader state development programs.
