Justice Minister Promotes Mediation as ‘Win Win’ Alternative to Courts

PHNOM PENH, April 4, 2026 (KPT) — The Minister of justice has encouraged greater use of out of court dispute resolution, describing mediation as a “win win” approach that benefits all parties and eases pressure on the judicial system.

Speaking at a national workshop, Justice Minister Koeut Rith said mediation should be prioritized wherever possible to avoid lengthy and adversarial court proceedings.

Rith, who also chairs the National Authority for Out of Court Dispute Resolution, said the mechanism had contributed to social harmony while reducing the burden on courts.

He noted that over the past two years, the authority resolved more than 800 cases, equivalent to lowering the court system’s workload by around 2,400 cases.

“Mediation, even if not perfect, is a win win solution,” he said, adding that litigation often intensifies disputes and leaves one side feeling defeated.

By contrast, he argued, out of court settlements tend to leave both parties satisfied, helping preserve relationships and promote broader social stability.
