PM Hun Manet Says Defence Ministry Reform Must Be Transparent and Part of Long‑Term Strategy

PHNOM PENH, May 21, 2026 (KPT) — Prime Minister Samdech Thipadei Hun Manet on Thursday defended planned reforms within the Ministry of National Defence, saying the restructuring was part of a long‑term government strategy and not linked to border tensions or instability.
Speaking at the inauguration of the new General Department of Taxation headquarters, Samdech Thipadei said the reforms had been planned since the start of his administration’s first mandate and would focus on transparency, efficiency and national benefit.
“The reform must bring benefits and be carried out transparently,” he said, adding that the removal of departments would not mean officials lose their positions.
The premiere noted that several government institutions had already been reorganised under broader policy reforms, stressing the measures were not confined to the defence ministry.
He also sought to clarify remarks made last week about military restructuring, after what he described as misunderstandings over the government’s intentions.
Last week, Samdech Thipadei Hun Manet said the ministry planned to abolish departments and merge offices to make the armed forces more effective, describing the strategy as “reducing the head and expanding the body.”
He said reforms would only proceed if they delivered practical improvements, supported training and modernisation, and strengthened Cambodia’s defence sector over the long term.
The prime minister added that strengthening the armed forces required a comprehensive approach, combining organisational reform with investment in human resources and equipment.
He stressed reforms would be implemented only if they produced greater efficiency than the existing structure.
