Cambodia Justice Recruitment Exam ‘Transparent and Fair’, Says Senior Official

PHNOM PENH, May 29, 2026 (KPT) — A senior Cambodian justice official has praised the transparency and fairness of a new civil service recruitment examination conducted under a unified mechanism led by the Ministry of Civil Service.
Permanent Secretary of State Chin Malin told reporters during the competitive exam for Ministry of Justice recruits that the process was carried out in a transparent and effective manner to ensure only qualified candidates were selected.
The examination, overseen by Deputy Prime Minister and Civil Service Minister Hun Many, was held to recruit 45 technical legal officers.
Malin said it was the first time the ministry’s recruitment had been conducted through a centralized mechanism as part of Cambodia’s public administration reform programme.
“Previously, the Ministry of Justice organised the examinations independently,” he noted, adding that the new process was closely supervised to maintain both transparency and confidentiality at all stages, from preparing questions to issuing papers and monitoring the exam.
“Overall, the examination was organised effectively, with clear procedures, transparency and comprehensive oversight to ensure the selection of qualified officials with the competencies and expertise that we require,” Malin said.
He added that candidates were selected according to specialized areas of expertise and departmental needs, ensuring successful applicants possessed the precise qualifications required for specific roles.
“The examination process was transparent, accurate and fair for candidates, ensuring that the most knowledgeable and capable candidates succeed,” he said.
