Cambodia and Rwanda launch cross-border digital payments partnership

PHNOM PENH, May 30, 2026 (KPT) – Cambodia and Rwanda have unveiled a new partnership to enable cross-border digital payments, a move aimed at strengthening financial connectivity and economic cooperation between the two nations.

The agreement was announced on May 29 during the 28th Conference of Central Bank Governors of Francophone Countries, held in Phnom Penh from May 28 to 31 under the theme “Central bank autonomy in the face of State and public expectations.”

The National Bank of Cambodia and the National Bank of Rwanda said the initiative reflects their shared commitment to modernising payment systems and expanding access to digital financial services.

By facilitating seamless and efficient electronic transactions, the two central banks hope to support trade, tourism and investment flows, while also promoting financial inclusion.

Officials noted that the partnership is expected to contribute to wider regional and international financial integration, leveraging technological innovation and digital payment solutions to reduce barriers and costs associated with cross-border transactions.

The cooperation builds on a Memorandum of Understanding signed on April 14, 2023, in Washington, DC, which established a framework for collaboration through the exchange of knowledge and experience to support financial sector development in both countries.

The announcement was made jointly by the National Bank of Cambodia and the National Bank of Rwanda, underscoring their intention to deepen ties and foster innovation in financial services.
