ASEAN Chief Praises CICP, Calls for Continued Dialogue and Cooperation

PHNOM PENH, May 2, 2026 (KPT) — ASEAN Secretary‑General Kao Kim Hourn has hailed the Cambodia Institute for Cooperation and Peace (CICP) as a vital platform for dialogue and regional integration, urging continued cooperation as the think tank marked its 30th anniversary.
Speaking at a gala dinner in Phnom Penh, Kao reflected on CICP’s growth from a modest organisation into one of Cambodia’s leading policy research centres.
“CICP has always been more than a think tank,” he said. “It has been a gathering place where policymakers, diplomats, scholars and young leaders could exchange ideas and address issues shaping Cambodia and the region.”
Kao, who helped establish the institute in its early years, said CICP played a crucial role in Cambodia’s post‑conflict reconstruction and accession to ASEAN in 1999.
He credited the organisation with advancing understanding of regional cooperation and diplomacy, and highlighted its contributions in six areas: peace, progress, prosperity, partnerships, people and pragmatism.
He also praised CICP’s work in nurturing young Cambodian researchers and policy professionals, describing investment in human capital as one of its most enduring legacies.
The event brought together officials, diplomats, academics and development partners to reflect on CICP’s achievements since 1996.

Kao welcomed the growing ASEAN‑Germany partnership, noting 2026 marks a decade of cooperation, and voiced support for elevating ties to a Sectoral Dialogue Partnership.
Concluding his remarks, he said CICP’s mission remains highly relevant as Cambodia and the region confront new challenges, expressing hope the institute will continue to serve as a centre for strategic thinking, honest dialogue and international cooperation.
