Cambodia Rejects Thai Unilateral Border Claims, Lodges Formal Protest

PHNOM PENH, July 23, 2026 (KPT) – Cambodia has categorically rejected any unilateral border line or territorial claim made by Thailand, reaffirming its position that international borders must not be altered through force, government spokesman Pen Bona said Thursday.

The statement followed actions by Thai armed forces between July 13 and 19, when troops cleared land and began constructing a road in Oddar Meanchey province, encroaching into Cambodian territory.

Cambodian officials reported that Thai forces also installed barbed wire in Samraong City, further escalating tensions.

“Cambodia categorically rejects any unilateral border line or territorial claim by Thailand,” Bona said. “These activities do not affect Cambodia’s legal rights or its position regarding its international border.”

He demanded Thailand cease such activities in areas unlawfully occupied since 2025, stressing that ending them would reduce tensions, build trust and restore stability.

The Ministry of Foreign Affairs said Cambodia lodged a formal protest on July 22, describing the actions as clear violations of sovereignty and territorial integrity under the 1904 and 1907 Franco‑Siam treaties and maps prepared by the Franco‑Siamese Boundary Delimitation Commission.

The government also cited breaches of Article 5 of the 2000 Memorandum of Understanding on border demarcation and the December 2025 Joint Statement, which committed both sides to resume work under the Joint Boundary Commission.

Officials warned that Thailand’s unilateral activities risk undermining regional stability and good‑neighborly relations.

Cambodia reiterated its commitment to resolving disputes peacefully, in line with international law and bilateral agreements, but stressed that dialogue must be respected and mechanisms upheld.

During the UNESCO World Heritage Committee session in Busan on July 22, Culture Minister Phoeurng Sackona informed delegates that Preah Vihear Temple had suffered severe damage from attacks in July 2025.

The Cambodian delegation also highlighted the continued presence of Thai forces around the temple and other unilateral actions aimed at creating a fait accompli.

Cambodia said such actions not only violate sovereignty but also threaten cultural heritage and regional peace. Officials urged Thailand to return to dialogue and respect existing agreements to restore stability along the border.
