Cambodia Accuses Thailand of Ceasefire Violations, Calls for International Scrutiny Over Landmine Incidents

PHNOM PENH, Cambodia (Aug. 14, 2025) — The Cambodian government has accused Thailand of violating the recently agreed ceasefire by deploying troops into mine-contaminated zones along the border, and called on the international community to reject what it described as misleading narratives from Bangkok.

Speaking at a press briefing Thursday, Royal Government Spokesperson Pen Bona said Thailand is using recent landmine explosions to falsely portray itself as a victim, despite clear evidence that Thai forces entered areas known to contain mines left over from past conflicts.

“These are irrefutable facts,” Pen said, citing Thai military activities including the laying of tires, installation of barbed wire, and weapons mobilization during the ceasefire period. “The incidents would not have occurred had Thailand respected the agreement and refrained from troop movements.”

Mr.Bona highlighted two key provisions from the Agreed Minutes of the Cambodia–Thailand General Border Committee (GBC) meeting held on Aug. 7 in Kuala Lumpur including Point 2 prohibits any troop movement or patrols beyond current positions as of the ceasefire’s effective time at midnight on July 28; and Point 4 bans provocative actions, including entering the other side’s airspace or territory, and constructing or reinforcing military infrastructure.

The remarks follow a series of landmine incidents that injured Thai soldiers near disputed border zones. Thailand has accused Cambodia of planting new mines in violation of the Ottawa Convention, a claim Mr.Bona strongly denies. Cambodia maintains that the mines are remnants from its civil war era and that no new mines have been deployed.

Mr. Bona reiterated Cambodia’s call for Thailand to implement the ceasefire agreement in good faith and urged ASEAN, particularly Malaysia as the current chair, to expedite the establishment of a robust and impartial monitoring mechanism.

“Cambodia remains committed to peace and sovereignty,” Mr.Bona said. “We urge Thailand to stop using these incidents to deceive the international community and mask its own violations.”

In this sense, Mr. Bona said Cambodia once again calls on Thailand to strictly respect and implement the spirit of the ceasefire in good faith, and demands that Thailand immediately stop using the landmine incidents to deceive the international community and mask its violation of the agreement.
