PHNOM PENH, 28 February 2026 – Samdech Techo Hun Sen held a working telephone conversation with Ukrainian President Volodymyr Zelenskyy on 27 February, the Cambodian government announced Friday.

The call took place at Samdech Techo Hun Sen’s residence in Ta Khmau City, where he was serving as acting head of state. The two leaders exchanged updates on developments in their countries and reviewed bilateral cooperation across areas of mutual interest.

They also discussed preparations for the 35th anniversary of diplomatic relations between Cambodia and Ukraine, to be marked in 2027. Ties between the two nations were first established in 1992.

Samdech TechoHun Sen previously spoke with Zelensky in November 2022, when the Ukrainian leader invited the Cambodian prime minister to visit Kyiv — an offer Samdech Techo Hun Sen accepted.

His last visit to Ukraine was in 1981. During call, Zelensky expressed gratitude for Cambodia’s support at the United Nations and its firm stance on the war in Ukraine.

Samdech Techo conveyed sympathy for the humanitarian crisis and voiced concern over recent attacks on Kyiv and other cities, which have caused casualties, damaged civilian infrastructure, and triggered power outages, water shortages, and wider energy and food insecurity.
