ICRC Calls Cambodian POW Release a Crucial Step Toward Lasting Cambodia–Thailand Peace
GENEVA/PHNOM PENH (Dec. 31, 2025) — The International Committee of the Red Cross (ICRC) has hailed the release and repatriation of 18 Cambodian prisoners of war detained in Thailand, describing the move as a critical confidence building step toward lasting peace following the Cambodia–Thailand ceasefire.
The ICRC said it acted as a neutral humanitarian observer during Wednesday’s operation, which was conducted under the Joint Statement signed by both countries on Dec. 27. The agreement allowed the prisoners to be returned to Cambodia after 155 days in Thai custody.

“Today’s release and repatriation of prisoners of war allows families to be reunited and marks an important step in translating the commitments outlined in the Joint Statement into action,” ICRC President Mirjana Spoljaric said. She stressed that respect for international humanitarian law, including the repatriation of prisoners of war at the end of hostilities, is vital to building trust and supporting the path to peace.
The ICRC said it had visited the 18 prisoners on four occasions since their detention in July to monitor their well being and facilitate family contact, in line with the Third Geneva Convention.
Lt. Gen. Maly Socheata, spokeswoman for Cambodia’s Ministry of National Defence, said the handover took place at 10 a.m. at the Prum International Border Crossing in Pailin province, under ASEAN Observer Team and ICRC supervision, in compliance with the 72 hour ceasefire agreed at the 3rd Special General Border Committee meeting.
