Justice Minister Urges Courts to Strengthen Governance, Case Management

PHNOM PENH, Cambodia (Dec. 1, 2025) — Justice Minister and Deputy Prime Minister Koeut Rith has called on judges, prosecutors and court officials nationwide to strengthen internal governance and improve case management as part of broader efforts to enhance the justice sector.

Speaking on Nov. 30, Rith urged stronger leadership within judicial institutions, greater unity and closer cooperation with law enforcement agencies. He said officials must continue to apply the five principles outlined by Senate President Hun Sen — Reflection, Bathing, Scrubbing, Treatment and Surgery — as a framework for institutional reform.

Rith stressed the need for timely, accurate and clearly reasoned judgments that comply with legal procedures and are accessible to the public. He also encouraged participation in two campaigns: one to expedite case resolution and another to identify and address irregularities within the judiciary.

He reminded officials to uphold ethics and discipline to safeguard public trust, while thanking provincial leaders, authorities and the armed forces for supporting courts in delivering justice.

During the event, Sieung Sok was appointed prosecutor of the Siem Reap Provincial Court, replacing Meas Chandapisedh, who was transferred to Battambang.

Governor Prak Sophorn praised the court’s cooperation with local authorities, saying it has helped maintain peace and improve justice services.
