Cambodian Scholar Dismisses UN Rapporteur’s Border Remarks as ‘Empty’
PHNOM PENH, Cambodia (Nov. 28, 2025) — The head of Cambodia’s Documentation Center of Cambodia (DC-Cam) has dismissed a recent statement by a United Nations human rights expert as lacking substance, amid heightened scrutiny of border tensions with Thailand.
On Nov. 27, DC-Cam executive director Youk Chhang said remarks by UN Special Rapporteur Vitit Muntarbhorn offered “nothing of real substance.” He argued the statement merely reiterated UN principles without advancing meaningful steps toward peace.
“It reiterates basic UN principles and how the UN wants the parties to work together toward achieving peace, but there is nothing meaningful to advance peace,” Chhang said. “Words are helpful, but in matters of life, death and the suffering of the innocent, they ring hollow absent observable actions.”
Muntarbhorn’s comments, released Nov. 25 by the Office of the UN High Commissioner for Human Rights, expressed support for confidence-building measures between Cambodia and Thailand.
He welcomed a July ceasefire and endorsed an October joint declaration in Kuala Lumpur committing both sides to humanitarian law and civilian protection.
The remarks echoed earlier criticism from Senate President and former Prime Minister Samdech Techo Hun Sen, who on Nov. 17 faulted Muntarbhorn for remaining silent on the detention of 18 Cambodian soldiers by Thai forces.
Samdech Techo charged that the rapporteur overlooked what he called a serious breach of international law, even as he continued to issue frequent assessments of Cambodia’s human rights record.
Border tensions have flared in recent months following drone allegations, landmine incidents and military activity, prompting diplomatic engagement and calls for restraint.
