Cambodian Analysts Reject Claims Linking Border Deal to Russia-Ukraine Conflict

PHNOM PENH, Cambodia (Nov. 25, 2025) — Cambodian political analysts have dismissed claims by overseas opposition groups that the recent Cambodia–Thailand border agreement is connected to international peace proposals involving U.S. President Donald J. Trump or to the Russia–Ukraine conflict.

Thong Mengdavid, a lecturer at the Royal University of Phnom Penh, told KPT English that comparisons between Cambodia’s border negotiations and the war in Ukraine were “misleading,” arguing the situations are fundamentally different.

“The Cambodia–Thailand issue concerns sovereignty and border integrity,” he said. “The war in Ukraine is a far broader geopolitical confrontation.”

Mengdavid rejected allegations from exiled opposition activists that Trump pressured Cambodia into territorial concessions.

“These claims are baseless,” he said, adding that overseas opposition figures “have offered little to national progress and instead spread accusations that risk undermining decades of development and stability.”

He said Washington’s role in facilitating dialogue and witnessing the Kuala Lumpur discussions reflected its interest in regional stability. But he warned that continued misinformation could damage Cambodia’s international image and strain diplomatic confidence.

Mengdavid argued the government could counter false narratives by releasing timely, evidence-based information through official channels. “Consistent updates, fact-checking and proactive diplomacy can help maintain trust and protect Cambodia’s credibility globally,” he said.

Analyst Says Claims Reflect Opposition Agenda

Political science expert Kin Phea, told KPT English that overseas opposition groups were using the border issue for political purposes.

He said allegations linking the Cambodia–Thailand talks to a potential Ukraine–Russia peace proposal attributed to Trump were unfounded, adding that such claims risked undermining unity at a sensitive moment.

Phea argued that exiled opposition figures had not contributed constructively to resolving border issues. “They are working against their own nation’s interests,” he said.

He added that the Cambodia–Thailand negotiations could not be compared to the Russia–Ukraine conflict. “Thailand is not Russia. Russia is a major nuclear power,” he said. “Cambodia and Thailand cannot act unilaterally, and neither side can impose outcomes on the other.”

Phea stressed that Phnom Penh had not ceded territory to Thailand. “Cambodia is addressing the dispute through transparent, face-to-face diplomacy, without pressure from Thailand,” he said, adding that the government was strengthening its defense sector while pursuing peaceful solutions.

Samdech Thipadei Hun Manet Reaffirms Commitment to Peaceful Border Resolution

In a Facebook post Tuesday, Prime Minister Hun Manet reiterated the government’s commitment to professionalism, responsibility and national interest in managing the Thailand border issue.

His comments followed a temporary agreement covering several sections of the frontier. Samdech Thipadei Hun Manet reaffirmed Cambodia’s adherence to international law, the principle of unchanged borders and the boundary lines defined by the historical Indo-China–Siam Boundary Commission.

He said disputes must be settled peacefully rather than by force. Survey teams from both countries are continuing work to install temporary boundary markers along contested sections of the border, following commitments made at last month’s Joint Boundary Commission meeting.

Teams have been using drones to produce detailed mapping of the area between Border Posts 42 and 47, covering parts of Prey Chan and Chouk Chey villages in Banteay Meanchey province and Klong Luek in Thailand’s Sa Kaeo province.
