Japan sees defense and economic co‑creation as new frontier in Cambodia partnership

PHNOM PENH, July 20, 2026 (KPT) – Japan views defense cooperation and economic co‑creation as the next major frontier in its relationship with Cambodia, building on decades of development assistance and reflecting the growing maturity of their Comprehensive Strategic Partnership, outgoing Japanese Ambassador Ueno Atsushi said Monday.

Speaking at a fireside chat organized by the Embassy of Japan and the Cambodian Center for Regional Studies, Ueno said ties have evolved significantly over the past three decades—from post‑conflict reconstruction and infrastructure development to a broader partnership encompassing security, investment, innovation and people‑to‑people exchanges.

“Our relationship has become much broader and deeper. We are now entering a new stage where we work together not only through development assistance but through co‑creation in many strategic areas,” he said.

A milestone, Ueno noted, was Japan’s decision to provide Cambodia with Official Security Assistance, making it the first recipient of the programme. The aid includes a patrol vessel for the Royal Cambodian Navy, reflecting growing cooperation in maritime security and regional stability.

Beyond security, Ueno said Japan aims to strengthen economic ties by encouraging investment in manufacturing, logistics, digital technology and human resource development, while helping Cambodian businesses integrate into regional supply chains. He emphasized that Japan increasingly sees Cambodia not only as an aid recipient but as a strategic partner capable of jointly creating opportunities.

He also highlighted cooperation in education, digital transformation and infrastructure, saying these sectors will support Cambodia’s long‑term development while opening new prospects for Japanese businesses. Ueno concluded his mission expressing confidence that bilateral ties will continue expanding into defense, innovation and economic co‑creation.
