Cambodia Hosts 4Ps Dialogue on Premium Rice Value Chain Development

PHNOM PENH, Cambodia (Nov. 24, 2025) — The Ministry of Commerce convened a National Public–Private–Producer Partnership (4Ps) Dialogue on Monday to enhance agricultural productivity and market opportunities, with a focus on developing Cambodia’s premium rice value chain under the Accelerating Inclusive Markets for Smallholders (AIMS) Project.

The event, held at the Shangri-La Phnom Penh Hotel, was presided over by Tekreth Kamrang, secretary of state at the Ministry of Commerce. Attendees included Long Kemvichet, director general of the General Directorate of International Trade and AIMS deputy project director, along with senior officials from the ministry, representatives of the International Fund for Agricultural Development, and officials from the ministries of Economy and Finance, Agriculture, Forestry and Fisheries, and Water Resources and Meteorology.

Directors and focal points from 12 provincial commerce departments joined business cluster representatives, rice millers and exporters, input suppliers and private-sector members.

The dialogue aimed to identify key constraints in agricultural production and market access, engage market actors in targeted value chains, strengthen partnerships among public institutions, private companies and producer organizations, promote business and trade networks, and define actionable strategies for inclusive, market-driven agricultural investment.
