Cambodia, Philippines Sign Securities Pact to Boost Market Oversight and Regional Integration

KUALA LUMPUR, Malaysia (Nov.14, 2025) — Cambodia and the Philippines signed a landmark agreement to deepen regulatory cooperation and strengthen investor protection across their securities markets, marking a significant step toward ASEAN financial integration.

On Nov. 4, the Securities and Exchange Regulator of Cambodia (SERC) and the Securities and Exchange Commission (SEC) of the Philippines signed a Memorandum of Understanding in Kuala Lumpur. The pact was signed by SERC Director General Sou Socheat and SEC Philippines Chairperson Francis Lim, with Eugene Wong, CEO of the Sustainable Finance Institute Asia, witnessing the ceremony.

The agreement aims to enhance mutual assistance, information exchange, and joint efforts in regulatory supervision, enforcement, and capacity-building. It also promotes collaboration in sustainable finance, fintech, and market digitalization.

“This MoU is a powerful symbol of our shared commitment,” said Sou Socheat. “It will build trust, solidarity, and progress, creating a more secure environment for investors and contributing to ASEAN’s financial prosperity.”

Lim echoed the sentiment, emphasizing the partnership’s role in promoting innovation, responsible growth, and resilient capital markets.

Senior officials from both regulators attended the signing, underscoring a shared vision to foster fair, transparent, and integrated financial systems across the region.
