Cambodian Rights Body Calls for International Action After Border Shooting
HNOM PENH, Cambodia (Nov.13,2025) — The Cambodian Human Rights Committee (CHRC) on Wednesday urged urgent international intervention following a reported armed attack by Thai forces that left Cambodian civilians dead and injured near the border.

The incident occurred on Nov. 12 in Prey Chan village, O Bei Chorn commune, O Chrov district, Banteay Meanchey province. According to the CHRC, the shooting resulted in multiple civilian casualties and constituted a serious breach of international law.
The committee cited violations of the U.N. Charter, the Universal Declaration of Human Rights, the International Covenants on Civil and Political Rights and on Economic, Social and Cultural Rights, and the Convention Against Torture.
It also said the attack violated the Kuala Lumpur Joint Declaration signed by Cambodia and Thailand on Oct. 26, witnessed by U.S. President Donald Trump and Malaysian Prime Minister Anwar Ibrahim.
In response, the CHRC submitted formal appeals to the U.N. High Commissioner for Human Rights in Geneva, its regional office in Bangkok, ASEAN human rights institutions, and the ASEAN Intergovernmental Commission on Human Rights.
The committee called for an immediate halt to hostilities, protection for civilians, and an independent investigation into the incident. It also urged medical care and compensation for victims, deployment of a fact-finding mission, and the release and repatriation of detained Cambodian soldiers.
The CHRC emphasized Cambodia’s commitment to international human rights law and called on the global community to hold Thailand accountable and ensure justice for the victims.
