Minister Chea Vandeth Says Trust Is Key to Digital Commerce Success

PHNOM PENH, Cambodia (Sept.15, 2025) — Trust is a cornerstone of digital commerce, Minister of Post and Telecommunications Chea Vandeth said during a keynote address at the 2nd Cambodia Digital Commerce Forum and Online Exhibition held at Koh Pich in Phnom Penh.

“Without trust, neither buyers nor sellers would feel confident enough to engage in digital transactions,” Vandeth said.

The event, held under the theme “Building a Smart and Secure Digital Cambodia: Youth, Innovation, and Trust in the AI Era,” underscored the government’s commitment to building a secure and inclusive digital ecosystem.

Vandeth said the government is working to establish a trustworthy digital environment through draft legislation and key digital policies. These legal frameworks are designed to protect businesses, consumers and public institutions.

Among the initiatives highlighted was the launch of verify.gov.kh, a blockchain-powered platform aimed at delivering public services securely and transparently. The platform allows citizens to apply for, receive and use government services online, helping to build digital trust and support the growth of e-commerce.

“A smart digital foundation is essential for achieving a vibrant digital economy and society,” Vandeth said. “It provides the launchpad for innovation across all sectors and ensures we capitalize on the momentum of digital transformation.”

The Ministry of Post and Telecommunications is leading efforts to upgrade telecom services and expand network connectivity, which Vandeth said are critical for inclusive digital growth.

As the government’s lead agency in the digital sector, the ministry is also working to empower Cambodian youth by promoting investment in STEM education and artificial intelligence, supporting digital startups, and creating incubation programs to foster innovation.

These efforts aim to accelerate the adoption of advanced technologies in sectors such as education, agriculture, healthcare and e-commerce.

The government is also encouraging collaboration among public institutions, academia and private enterprises to drive innovation and build a dynamic, inclusive and resilient digital future for Cambodia.
