ASEAN Capital Market Bodies Convene in Singapore to Advance Sustainable Finance

SINGAPORE (Sept. 9, 2025) — The Securities and Exchange Regulator of Cambodia (SERC) and the Monetary Authority of Singapore (MAS) co-chaired a joint meeting of the ASEAN Working Committee on Capital Market Development (WC-CMD) and the ASEAN Capital Markets Forum (ACMF) on Tuesday, with participation from the Securities Commission Malaysia (SCM).

Held in hybrid format at the MAS Building in Singapore, the meeting was convened with the permission of H.E. Dr. Aun Pornmoniroth, Cambodia’s deputy prime minister and minister of economy and finance. The session was presided over by H.E. Sou Socheat, director general of SERC, alongside MAS Executive Director Dawn Chew and SCM General Manager Khairul Ridzwan Abdul Kuddus, representing the ACMF chair.

The agenda focused on aligning the WC-CMD and ACMF frameworks, including updates on the ASEAN Economic Community Strategic Plan 2026–2030, the ASEAN Sustainable and Green Taxonomies Project, and progress across key working groups: Infrastructure Finance, Sustainable Finance, Industry Advisory Panel, Disclosures, and the Asia GX Consortium. The Joint Sustainable Finance Working Group’s 2024–2025 work plan was also reviewed.

High-level representatives from all 10 ASEAN member states attended, along with officials from the ASEAN Secretariat, Japan’s Financial Services Agency, Sustainable Finance Institute Asia (SFIA), the IAP Working Group, and Timor-Leste as an observer.

The meeting concluded with a shared commitment to advancing sustainable finance across the region through strengthened collaboration and strategic alignment.
