Cambodia’s Labor Ministry, Unions and Employers Withhold Minimum Wage Proposal for 2026

PHNOM PENH, Cambodia (Sept.10, 2025) — Representatives from Cambodia’s private sector and labor unions have agreed not to propose a specific figure for the 2026 minimum wage, citing current economic uncertainties and awaiting a final decision from the government, Minister of Labour and Vocational Training Heng Sour said on Wednesday.

Speaking after a tripartite meeting, Sour said both parties refrained from submitting wage recommendations, acknowledging the need to expand the labor market to absorb young entrants and returning migrant workers.

“All sides are waiting to see how the year unfolds,” Sour said. “Therefore, no figures were proposed, leaving it to the government to assess and decide based on economic and social conditions, labor market realities and national competitiveness.”

He noted that stakeholders are closely monitoring potential impacts from changes in U.S. tariff policies, which could affect Cambodia’s export-driven sectors.

The employer and union representatives also agreed to jointly submit three proposals to Prime Minister Hun Manet for review and intervention, according to the Ministry of Labour.

The ministry confirmed that the final negotiation meeting on the 2026 minimum wage will be held at 3 p.m. on Sept. 17. A report from Monday’s meeting will be submitted to the prime minister, with the official wage announcement expected the same day.
