Cambodia Customs Highlights 2025 Reform Agenda at Business Dialogue in Phnom Penh

PHNOM PENH, Cambodia (Sept.10, 2025) — Cambodia’s customs authority outlined sweeping modernization efforts and legal reforms aimed at improving trade facilitation and compliance during a high-level business dialogue held Tuesday at GIA Tower in Phnom Penh.

The “Breakfast Talk on Cambodia Customs 2025,” organized by the Indian Chamber of Commerce in Cambodia in collaboration with DFDL Cambodia, featured remarks from Pha Eng Veng, a Deputy Director General of the General Department of Customs and Excise of Cambodia.

Addressing more than 60 business leaders, diplomats, and legal experts, Pho emphasized the importance of public-private dialogue in advancing Cambodia’s strategic customs agenda. He thanked the Indian Chamber for initiating the event and underscored its role in raising awareness among private sector stakeholders.

Pha highlighted the Customs-Private Sector Partnership Mechanism, designed to resolve operational challenges and promote transparency. He also presented updates on automation of customs procedures, digital integration, and Cambodia’s participation in regional and global free trade agreements.

Key reforms include the ongoing revision of Cambodia’s customs law, enhanced compliance management for imported production inputs, and implementation of preferential tariffs—particularly zero-duty treatment for U.S.-origin goods under the Generalized System of Preferences.
