Cambodia Backs Multilateral Security Framework Under China-Led SCO

TIANJIN, China (Sept. 2, 2025) — Cambodian Prime Minister Hun Manet voiced strong support for China’s vision of global governance, aligning Phnom Penh with Beijing’s push for a multilateral world order and regional security framework under the Shanghai Cooperation Organization.

Speaking at the SCO Plus Summit in Tianjin on Sept. 1, Hun Manet praised China’s leadership as chair of the bloc, calling it “instrumental” in advancing the Shanghai Spirit — a doctrine emphasizing mutual trust, non-interference and shared development.

“Cambodia welcomes and supports China’s Global Governance Initiative,” Hun Manet said, citing its emphasis on sovereignty, equality, rule of law and practical multilateralism. He described the initiative as a blueprint for an inclusive, U.N.-centered global order.

Hun Manet outlined three priorities for the SCO’s future: multilateral dialogue, regional security and sustainable development. He called for a “steadfast commitment” to inclusivity and diplomacy amid global instability, and emphasized the role of ASEAN-SCO cooperation in maintaining peace.

“Peace and stability are indispensable for sustainable development,” he said, adding that Cambodia sees “great synergy” between the two regional blocs.

Kin Phea, director general of the International Relations Institute of Cambodia, said the visit to China yielded significant results for Cambodia and underscored the country’s growing role in regional and international affairs. He expressed hope that Cambodia and China would continue to strengthen and expand cooperation across various sectors.

He noted that Hun Manet held both bilateral and multilateral meetings during the visit, which produced fruitful outcomes for Cambodia.

From his perspective, China continues to play a key role in promoting peace, stability and prosperity. He added that the global community must recognize the importance of a rules-based international order. Major powers such as the United Nations, the United States, China and others should speak with one voice to prioritize humanity over rivalry, which he warned could risk reviving Cold War tensions.

On development, Hun Manet urged deeper collaboration on poverty reduction, environmental protection and infrastructure connectivity — areas where China has invested heavily across Asia.

He concluded by reaffirming Cambodia’s commitment to the SCO’s principles and its role in shaping “a shared future for humanity.”

The summit, attended by leaders and representatives from across Eurasia, comes as China seeks to expand the SCO’s influence beyond its traditional Central Asian base, positioning it as a counterweight to Western-led alliances.
